REGULAR MEETING OF THE

Mayor Brenda Allen called the meeting to order and Ms.
Clinkscale gave the
opening
prayer.

A motion was made by Clinkscale to approve the minutes
from the previous
meeting,
seconded by R. Phillips with all members voting Aye. Motion
approved.

The financial report was reviewed with Clinkscale
making a motion to approve as presented, seconded by P. Phillips with all
members voting Aye. Motion approved.

Mayor Allen recognized the audience and thanked the
students from Dr.
Chowning’s class at the University for coming and also noted the members
of the
Campbellsville/Taylor County Leadership group.

Old Business

Kevin Shielley from Team Taylor County gave his
activity report concerning new and existing businesses in Taylor County. He
reported that Lowes would soon be opening and that they had paid for the
widening of the road and the traffic light in front. Shielley has received a
survey showing that retail sales in the area are up 40% in the last two years.

John Harris of the Animal Shelter reported that their
calls have increased since the Ordinance went into effect. He reported that they
are out of cages due to the increase and need more personnel. He discussed
charging either the owners or the City when an animal is picked up. The Mayor
suggested that a committee be formed to review the ordinance for possible
revisions. The committee will consist of Stan McKinney, Harold Wilkerson and
Patti Phillips.

Final Reading of an Ordinance Closing the Alley
between
Gowdy St.
and Taylor Avenue. Hall questioned whether the City has a deed to the alley and
Bertram reported that there is a disagreement about the exact location of the
alley. Mayor Allen reported that the opposing landowner is having the property
surveyed and is waiting for the results. Hall made a motion to table the final
reading of the ordinance until additional information can be presented. McKinney
seconded the motion with all members voting Aye. Motion approved.

Final Reading of an Ordinance Implementing Fire Safety
Requirements for Automated Sprinkler and Fire Alarm Systems for all New
Construction. A roll call was taken with all members voting Aye. They were:
Hayes, Pickett, Clinkscales, P. Phillips, Wilkerson, McKinney, Hall, R.
Phillips, Ford, Metzmeier, Ewing.

New Business

Attorney Bertram discussed the proposed Transient
Merchant Ordinance. Under this ordinance local businesses would be exempt as
would locally grown produce. Kentucky League of Cities recommends requiring an
upfront fee instead of a refundable bond. Metzmeier made a motion to attach a
set fee to be determined by the Transient Merchant committee, seconded by
Clinkscales with all members voting Aye. Motion approved. The ordinance and fees
will be reviewed at the December meeting.

Announcements
Mayor
Allen reported that the Rescue has received a grant for $11,497.50 to be used to
purchase a rescue boat. The City and County will match up to $5748.75 each.
Wal-Mart will be donating $1500.00 toward the boat. R. Phillips made a motion to
approve the matching grant contingent on the County also approving the grant.
The motion was seconded by
McKinney
with all members voting Aye. Motion approved.
Mayor
Allen thanked new councilman Pickett for agreeing to serve on the Policy
Procedure committee to study the employee handbook.
The City
Council members will meet December 1 at the
Taylor
County
Regional
Hospital
for a meal and tour of the facility. The regular monthly meeting will be called
a Special Call meeting due to being held away from City Hall. Following the tour
the meeting will be held in the hospital boardroom and is open to the public.

Other
Attorney
Bertram told the council members that Sheldon Jefferies has agreed to purchase
an easement from the landowners next to the new hotel off Highway 210. However
the landowners are requesting that Mr. Jefferies’ land behind the motel to be
annexed into the City or to impose heavy restrictions on what he can use the
land for. The members discussed the consequences to the City if the private
owned road by the hotel is used by the public to access the Jefferies land. If
the property is annexed, Metzmeier asked what the City’s expenses would be for
utilities and road maintenance. He suggested that any action be put on hold
until more information could be obtained.
